Every Albanian residence permit application is assessed against a set of general requirements — valid passport, accommodation, health insurance, sufficient means and a clean criminal record — plus conditions specific to your category. General requirements for all applicants
Whatever the category, every applicant must clear the same five gates under Law 79/2021, as amended by Law 43/2025:
- A valid passport — it should comfortably outlast the permit you are asking for.
- Accommodation — a notarized lease (typically 6–12 months) or a property title. Hotel bookings and Airbnb confirmations don't count.
- Health insurance — covering you in Albania for the full permit period; short-term travel insurance is routinely rejected.
- Means of subsistence — salary, pension, remote income, savings or business revenue, depending on the category.
- A clean criminal record — since Law 43/2025 took effect in January 2026, a criminal record certificate (issued within the last six months, apostilled and sworn-translated) is mandatory for every application; only applicants under 16 and over 75 are exempt.
Category-specific requirements
On top of the general gates, each category adds its own qualifying condition:

| Retirement | A documented pension of at least 1,200,000 ALL per year (about €12,000 / $15,000) paid into an Albanian bank account |
| Property use | A registered property title (at least 50% ownership) — no minimum property value is set by law |
| Family reunification | A spouse, minor child or dependent parent of an existing permit holder |
Failing one category rarely means failing them all — property owners, for example, sometimes qualify on both property and retirement grounds. Choose the route where your evidence is strongest.
Document formalities: apostille, translation, notarisation
Meeting a requirement is not enough: the proof must come in the exact format Albanian authorities accept — apostilled where required, sworn-translated into Albanian in the right order, and notarised where the law demands it. Most refusals are formality failures, not eligibility failures. Before spending money on apostilles and translations, prepare these five facts:
- Your nationality and current visa-free status in Albania
- Which permit category you are aiming for — and a possible backup
- Your income type (salary, pension, remote contract, savings) and roughly how you can document it
- Your accommodation plan (renting, buying, staying with family)
- Any complications: prior refusals, time already spent in Albania, family members applying with you
