Do you need a lawyer, an agency, or nobody at all? The honest answer depends on your case: a straightforward renewal is very different from a refused application or a complex investor file. This guide compares the options, the costs and the red flags.
When DIY is realistic
DIY is realistic when your case is boring: a renewal with nothing changed (same address, employer, category), or a first application where your documents are clean, you read instructions carefully, and you have time to queue. Filing happens online on e-Albania, the interface is partly available in English, and the state fees are trivial.
What you must get right alone, because the system forgives nothing: the criminal record inside its 6-month validity; the correct order certificate → apostille → sworn translation; a compliant 12-month insurance policy; a notarised lease. Most rejections we see documented are not about eligibility — they are about one document in the chain being wrong, expired or uploaded in the wrong slot.
What an agency does
An agency is a project manager for your paperwork: collecting and checking documents, booking sworn translators and notaries, filing on e-Albania under a power of attorney, and — the part people actually pay for — following up with an overloaded migration office when the file sits untouched for months. Market rates: local agents charge roughly €200-900 for a permit application; a full digital-nomad done-for-you package from a Tirana firm is published at about €1.200.
Understand the limit: an agency is not a law firm. It can manage a routine file, but the moment your case involves a refusal, an appeal, a conviction to explain or a court, you need a licensed advocate — and a good agency will tell you so itself.
When you need a licensed lawyer
In Albania, legal services are reserved by law (Law 55/2018 "On the Profession of Advocate") to licensed advocates. Hire one when: you received a refusal and face an appeal deadline (see the appeal guide); your criminal record is not perfectly clean; you are changing category, investing, or structuring a company; or anything in your file will land before a court.
How to verify a lawyer: ask for the registration number with the National Chamber of Advocates of Albania (the Albanian bar) and check it before paying anything; every legitimately practising avokat is enrolled. The community consensus matches the legal reality. Applicants who succeeded advise: "engage an immigration lawyer from this point"; a long-term resident warns: "If you plan to stay over 12 months you will need an immigration lawyer." Notably, nobody in the forums complains about the typical €100 consultation fee — they complain about not having booked it earlier.
Red flags when choosing help
The Albania relocation market has a documented fraud problem. Walk away if you see:
- Guaranteed outcomes — "100% approval" does not exist in a discretionary system.
- Cash-only, no written engagement letter, no itemisation of what is included.
- "Golden visa" or passport packages — Albania has no citizenship-by-investment programme; it was announced, then frozen under EU pressure, and anyone still selling it is selling vapour. Details: the golden visa truth.

- Shortcuts that are actually fraud — fictive leases, half-declared salaries, "arranged" employers. They surface at renewal, not at filing.
Five questions that filter 90% of the market: Are you a licensed advocate — registration number? What exactly is included and excluded? Who files, and under whose power of attorney?
