Most Albanian residence permit rejections come down to documents: a missing apostille, a non-sworn translation, a lease that was never notarized. Use this checklist to prepare a complete file before you apply through e-Albania.
Core documents for every application
Every application on e-Albania starts with the same core file. Use this as your working checklist:
- Passport — valid well beyond the permit period; scan the photo page clearly
- Application form — completed online on e-Albania under the correct permit category
- Photo — passport-standard, recent
- Fee receipt — proof of payment of the state fee (4,500 ALL first issue; 2,250 ALL renewal; 8,000 ALL for property-owner permits)

Accommodation proof: the notarized lease
Officers want a notarized lease contract — signed before an Albanian notary and registered — or a property title in your name. What gets rejected: Airbnb confirmations, hotel bookings, and private agreements without notarisation. Digital nomads report needing a lease of around 12 months at application time.

Criminal record certificate and apostille
Since January 2026 (Law 43/2025) a police clearance is obligatory for every filing. The format rules are strict:
- Issued within the last six months before filing — older certificates are the single most common reason for a bounced file
- Apostilled in the issuing country (or legalised via consulate if that country is not in the Hague Convention)
- Sworn-translated into Albanian after the apostille is attached, then notarised
Americans: you need the federal FBI Identity History Summary — not a state police check — apostilled by the US Department of State, a step that alone takes 4–8 weeks. Health insurance evidence
The policy must cover the full permit period and explicitly cover Albania; long-term private health insurance with around €30,000 of coverage is what officers expect to see. Basic travel insurance — the cheap policy sold for visa applications — is a documented cause of rejection. US retirees note: Medicare does not cover you abroad, so a private policy is unavoidable.

Order of operations that saves money: home-country certificates first → apostille → sworn translation into Albanian → notarisation → upload. Any deviation (translating before apostilling, apostilling at the wrong authority) means paying twice.
