The Notarized Lease: Your Key Permit Document

A casual rental agreement will sink your application. Albania wants a notarized, tax-registered lease — here is how to get one.

Proof of accommodation is mandatory for the Albanian residence permit, and for renters that means a lease contract notarized in Albania and typically registered with the tax authorities. Many landlords resist — this guide explains why it matters and how to handle it.

Why the lease must be notarized

Proof of accommodation is a mandatory document in every residence permit file, and for renters the accepted proof is a lease contract signed before an Albanian notary and, in practice, registered with the tax office. The notary certifies the identities and signatures of both parties and checks that the landlord actually owns the property being rented — which is precisely why the immigration office trusts the document.

What does not work: an Airbnb booking, a hotel reservation, or a private contract printed from the internet. As one practitioner guide puts it bluntly, "an Airbnb confirmation won't do". There is also a minimum-housing standard applied in practice — around 20 m² per person — so a mattress in a shared room does not qualify as accommodation for the permit.

What an acceptable lease contains

A lease that survives scrutiny contains: both parties' full details and ID numbers; the property's cadastral references matching the ownership certificate; the term — 6 to 12 months (digital mobile worker files expect up to 12); the rent and payment terms; and the landlord's tax registration, because a notarised lease is a taxable, registered contract.

Second, notary fees for a lease are modest (typically €20-50 per document); the real negotiation is elsewhere, in the landlord's willingness to register.

When landlords refuse

Many landlords resist the notarised, registered contract for one simple reason: registration makes the rental income visible to the tax office. Workable negotiations include offering to pay the notary fee yourself, or accepting a slightly higher rent in exchange for a fully registered contract — still far cheaper than a rejected application.

The nastier trap appears at renewal. A resident in Tirana reports that his landlady announced a 20% rent increase only when he asked for the new lease he needed for the renewal: "she didn't spring the rent increase on me until I asked for a new lease for a new residence permit so I might get f'd" (r/AlbaniaExpats, November 2025). The lease is the landlord's leverage over your immigration status. Protect yourself:

  • Negotiate renewal terms — duration and any rent adjustment — into the original notarised contract, while you still have bargaining power.
  • Start the renewal 60+ days early, so a failed negotiation leaves time to move.
  • Know the trade-off before moving mid-permit: changing your registered address can reset you to a one-year permit.
  • Do not let anyone sell you a "fictive" contract arranged with a friendly Airbnb owner — a sham lease is misrepresentation in an immigration file and can cost you the permit and future applications.

Owning instead of renting

If you own your home in Albania, the accommodation proof is the ownership certificate itself — no lease, no notary negotiation, no landlord leverage.
