German citizens can enter Albania visa-free, but staying beyond the short-stay limit requires a residence permit like anywhere else. This guide covers the routes most relevant for Germans: retirement, remote work, property and employment.
Entry rules for German citizens
German citizens enter Albania visa-free — passport or Personalausweis — for up to 90 days in any 180-day period. That covers holidays, house-hunting trips and the classic "let's test the Riviera for a summer". Anything beyond — a winter in Saranda, a full relocation — requires a residence permit, and the application runs through e-Albania with documents you should start collecting in Germany before you leave. Overstays bring fines and can complicate every future application, so count your days honestly.
Permit routes for Germans
The routes German applicants actually use:
- Pensioner permit (Art. 85) — Deutsche Rentenversicherung payments count toward the 1,200,000 ALL/year threshold (~€1,000/month). The decisive German advantage: as EU citizens you qualify for Albania's 0% tax on foreign pensions (Law 29/2023) — a benefit American retirees, famously, do not get. As EU citizens, Germans can also be issued a five-year permit at first issuance in several categories — ask for it explicitly.
German documents: Führungszeugnis and apostille
Since Law 43/2025 the criminal record certificate is mandatory for every application (under-16s and over-75s exempt). The German version is the einfaches Führungszeugnis, ordered from the Bundesamt für Justiz — allow two to three weeks. It must then be legalised with an Apostille; the competent office varies by Land (Regierungspräsidium, Bezirksregierung or Landesverwaltungsamt), so check before posting anything. Tirana accepts the paper only within six months of issue, accompanied by a certified Albanian rendering — and the Beglaubigung must precede the translator's work, otherwise the whole chain is void and each Gebühr is paid again. Health insurance: from German coverage to Albanian requirements
This is the section Germans underestimate. Your gesetzliche Krankenversicherung means nothing at an Albanian hospital: Albania is outside the EHIC network, and there is no bilateral healthcare agreement to fall back on. For the Aufenthaltstitel you must present a twelve-month medical plan naming Albania, with a benefit ceiling near €30,000 — and cheap Reisekrankenversicherung products are turned away as insufficient.
Two honest warnings. First, full worldwide medical plans become markedly pricier past the sixtieth birthday; obtain quotes before deciding, because for many Rentner this line item — not housing — drives the budget. Second, Albanian private hospitals in Tirana are decent for routine care, but serious cases are typically referred to Italy or Greece; factor evacuation coverage into your policy choice. Your DRV pension itself is paid worldwide without issue; some pensioners keep a voluntary German policy as backup, but that does not satisfy the permit requirement.
