Processing time is the question every applicant asks first — and the one with the least reliable answers online. This guide explains the stages an application goes through and the factors that speed it up or slow it down. Writers will add the official statutory windows and current real-world timelines.

The stages of an application

An Albanian residence permit application moves through four stages, and only the first is in your control:

  1. Filing on e-Albania — you upload the complete file. Days to weeks, depending on how fast you collect documents (the FBI record plus apostille alone takes 4–8 weeks for Americans).
  2. Document review — the authorities check the file; work-based permits also go through the employment agency AKPA. If anything is missing or wrongly formatted, the file is returned or refused.
  3. Biometrics — fingerprints and photo in Albania, scheduled after the review clears.
  4. Card issuance — the physical residence permit card is printed and collected.

Official processing windows

The formal framework gives two reference points: a statutory maximum of 12 weeks for a decision, and a regulation-level target of 30 working days often cited in official communications. Neither matches current practice.

What applicants actually report in 2025–2026: straightforward files can clear in 4–8 weeks, but the system is overloaded — with permit applications up 47% in a single year (19,321 processed in 2025), applicants on expat forums describe the general timeframe as "about 3 months" with some waiting 8 months or more, and renewals running far behind. A reform under discussion would issue a provisional permit ("leje provizore") within one working day of filing, but it was still a draft at the time of writing.

Our honest guidance: plan for 2–3 months, hope for less, and never book non-refundable commitments against the 30-working-day figure.

What causes delays

  • Incomplete or wrongly formatted documents — the file stops until you fix it; the clock effectively restarts
  • Apostille and translation problems — the most frequent single cause (see the documents checklist)
  • Criminal record certificates expiring mid-process — the six-month validity can run out while you wait
  • Volume peaks — post-summer is the busiest filing season
  • Background checks — some nationalities and personal histories trigger longer verification; "complex" files are routinely quoted at 45–60 days by local operators even before current backlogs

Can you stay in Albania while waiting?

Generally, an applicant who has filed correctly can remain in Albania while the application is processed — but the detail depends on your nationality and visa-free allowance. US citizens have a full visa-free year and are comfortably covered. Other nationalities with shorter visa-free stays should file early enough that the allowance outlasts a realistic processing window, or enter on a Type D visa first.

Overstaying is the expensive alternative: fines and, in serious cases, a re-entry ban of up to five years. Verify your specific situation with the Border and Migration authorities or a licensed professional before your visa-free days run out.
