Taxation of Foreign Pensions in Albania

For many retirees, the tax treatment of their pension is the deciding factor in choosing Albania. Here is the framework — with the caveats that matter.

Albania has attracted foreign pensioners with favourable treatment of foreign pension income, and its double-taxation treaties determine which country gets to tax your pension. The details depend entirely on your home country — this guide explains the framework and the questions to settle before moving.

How Albania treats foreign pensions

Here is the fact that relocation marketing consistently blurs. Albania does have a 0% personal income tax on foreign pensions, introduced by a 2020 amendment and now sitting in the income tax framework (Law 29/2023). But the exemption is not universal: it applies to pensioners who are citizens of EU/EEA member states and to persons of Albanian origin (for example the Arbëreshë). Everyone else pays ordinary Albanian tax on the pension once they become tax resident.

Tax practitioners in Tirana state it without ambiguity: "a U.S. citizen who isn't of Albanian origin doesn't qualify." And an American resident explains the mechanics: "Albania offers a 0% tax rate on foreign pensions, but under current 2025/2026 law, this is strictly for EU citizens and those of Albanian origin." US retirees on a standard retirement permit are therefore taxed on worldwide income — Social Security included — at Albania's ordinary progressive rates.

Why does the "tax-free pensions" myth persist? Because dozens of marketing sites repeat the exemption without the restriction. Verify your own position against the three-column reality:

The role of double taxation treaties

Where a treaty exists, it decides which state may tax which pension — typically the residence state for private pensions, with government-service pensions often reserved to the paying state. The treaty then forces relief (exemption or credit) so the same pension is not taxed twice in full.

Where no treaty exists — the American case — there is no referee at all. The US taxes citizens on worldwide income wherever they live; Albania taxes residents on worldwide income; and the only mechanism left is unilateral relief on the US side. "Enforcement may be another issue," as one resident notes, "but with things becoming more and more digital in Albania I don't see how this can not be an increasing concern." Some Americans quietly stay informal under the 365-day visa-free year and file nothing anywhere — that is not a loophole, it is an accumulating liability in two countries.

Italy illustrates the treaty path done well: the bilateral social-security convention in force since 1 July 2025 (KPMG Flash Alert 2025-118; INPS message 2211/2025) coordinates contributions, while the Albanian EU-citizen exemption zeroes the local income tax on the pension. It is the combination — exemption plus coordination — that explains why Italian retirees are the single largest visible retiree flow.

Country notes: Italy, US, UK, Germany

  • Italy. Exempt as an EU citizen; pension paid gross by INPS under the coordination convention. The cleanest case — but you still must formalise Albanian residence correctly and exit Italian tax residency properly. See the guide for Italian citizens.
  • United States. Fully taxable as worldwide income once resident; no treaty, no totalization. Also note that the retirement permit itself requires a qualifying pension (≥ ALL 1.2 million/year, roughly €12,000) routed to an Albanian bank — so the income becomes documented and visible locally by design. Social security and healthcare contributions

Retirement permit holders do not work, so in the ordinary case no Albanian social contributions are due on the pension itself — the contribution question is handled by the home-country system and any coordination convention. What you cannot skip is private health insurance: it is a mandatory document for the permit, renewed every year. Before you move, settle three things in writing: (1) whether your citizenship qualifies for the 0% exemption; (2) which country taxes your pension under any applicable treaty; (3) what your home country still expects you to file.
