Taxes for Digital Nomads in Albania

Working remotely from an Albanian beach does not make taxes disappear — but the outcome can be very favourable if you plan it right.

If you live in Albania long enough to become tax resident, your worldwide income can fall within Albanian taxation — including your remote salary or freelance income. The treatment of foreign-source income and the timing of tax residency are the key variables. This guide maps the issues; individual advice is essential.

Tax residency and the 183-day rule

The day-count rule is the one everyone knows: more than 183 days in Albania in a 12-month period makes you tax resident, taxed on worldwide income. The rule fewer nomads know is the one that actually bites them: holding a permanent home in Albania — and a registered 12-month lease with your address filed at the municipality qualifies — can make you tax resident from the day you arrive, without any day count.

Now connect the dots: the digital mobile worker permit itself asks for a notarised 6-12 month lease. The document that gets you the visa can simultaneously flip your tax residency. Plan the tax position and the visa application as one project, not two.

How foreign-source income is treated

Three regimes coexist, and half the internet confuses them:

  1. The claimed 12-month exemption. An IKM-certified Albanian tax consultancy describes a personal income tax exemption for digital mobile workers covering the first 12 months from permit issuance — "a statutory benefit written directly into the law". Other specialist guides state the opposite: that Law 79/2021 contains no such exemption and standard residency rules apply from day one. Sources disagree — verify with the General Directorate of Taxes or a licensed accountant before you rely on the exemption. We cannot reconcile them and will not pretend to.
  2. The 0% freelance band. Whatever the answer above, registered self-employed persons pay 0% personal income tax on turnover up to ALL 14 million (≈ €140,000), until 31 December 2029 (Law 29/2023, after the Constitutional Court struck down the earlier regime in June 2024). For most nomads this makes the practical bill zero anyway. What happens in 2030 is unknown — practitioners expect a return to 15%.
  3. Standard worldwide taxation for tax residents: salaries at 13-23%, dividends 8%, capital gains 15%.

One anti-abuse clause matters if your clients are Albanian. A Tirana accountant explains: "if your clients are albanian and you make 90% of revenue with 1 client or 80% with under 3 you can get classified as an employee and get taxed with 15% / 23%." And remember April 2024, when a 15% tax on remote workers was announced and the community concluded "Albania killed its digital nomad visa" — the rules here move fast, in both directions.

Registering as a freelancer in Albania

Registering as a self-employed person (person fizik, with an Albanian tax number/NIPT) is what turns the 0% band from theory into practice: you invoice legally, file annually, and sleep at night. The cost side is real but modest — social contributions of roughly ALL 14,900 per month are due even at zero income tax. One practitioner summarises the all-in experience: "you pay 2.5 k euros/ year and all your taxes are done with it (0 % tax regime until 2029)", adding wryly that you get few public services in return.

Registration makes most sense if you plan to stay beyond a season, want the permit paper trail to support permanent residence one day, or simply prefer a defensible position. Staying informal on the visa-free year while working remotely is what many actually do — forum advice runs "just come on a tourist visa and quietly work your job remotely" — but it is working without legal cover, and it builds no residence history at all. Your home country does not disappear

Albanian residency does not cancel your old one by magic. Americans keep filing US returns forever — with no Albania-US treaty, relief runs through the FEIE and Foreign Tax Credit, not through any tie-breaker. Other nationalities face their own exit questions: deregistration formalities, exit taxes in some countries, controlled-foreign-company rules if you keep an entity at home, and employer-permanent-establishment risk for your foreign company if it has no other presence.

The honest bottom line: Albania's side of the equation is cheap and increasingly well documented; your home country's side is where the expensive surprises live. Budget one cross-border tax consultation in your departure checklist, ideally before your first Albanian lease makes you a dual resident.
